Internal Affairs

Internal Affairs is coordinated and managed by a supervisory or administrative ranked officer assigned to the Office of the Chief. The department investigates all allegations of inappropriate conduct by its employees. 

These investigations are necessary to ensure successful resolution for those allegations and to ensure compliance with established University of Maryland standards as well as those established by the Commission on Accreditation for Law Enforcement Agencies. In addition, reviews are conducted of all departmental Response to Resistance incidents, traffic accidents, and property losses. 

Each year UMPD publishes an Internal Affairs Annual Report that is available for you to review. You may also review the past 10 years of reports. 

Administrative Hearing Boards

Administrative hearing boards will be conducted in accordance with existing law under the Maryland Public Safety Article, Title 3 in those cases where disciplinary action is not accepted by the respondent officer.  

Hearing boards are open to public, except to protect: a victim’s identity; the personal privacy of an individual; a child witness; medical records; the identity of a confidential source; an investigative technique or procedure; or the life or physical safety of an individual (Maryland Public Safety Article 3-106(e)). 

Administrative hearing boards are held at UMPD’s Police Training Services Building (7147 51st Avenue, College Park, MD 20742), unless otherwise noted.  

These rules are to be followed for visitors inside the hearing room: 

  1. Report to UMPD’s Police Training Services Building and announce your intention to view the trial board and present a valid identification card.

  2. All weapons, including  firearms and other contraband, are prohibited.

  3. All electronic devices inside the trial room shall remain off, and no electronic device may be used to receive, transmit, or record sound, visual image, data, or other information.

  4. No food or beverages are allowed in the trial room.

  5. Visitors cannot interrupt the proceedings, or they will be removed from the trial room.

  6. Visitors will be required to wait for a recess or stoppage of the trial before entering or exiting the trial room.

  7. During deliberations and/or recesses visitors will either have to remain in the trial room the entire time or be escorted outside of the building.

  8. Smoking is not permitted in the building.

  9. Seating will be determined on a first come, first served basis.

  10. Visitors that do not comply with these rules are subject to removal.

Below are hearings that are scheduled within the next twenty days.  If you plan to attend a hearing board, please check this website daily after 5pm to confirm it is still scheduled.  An administrative hearing may be postponed or cancelled if the matter is resolved prior to the scheduled hearing date.
